It took five times for Agriculture Minister Martin Heydon’s officials to answer a basic question on the powers of his junior ministers. The eventual response showed why the reply was so slow in being forthcoming.
One hundred days after a record number of junior ministers were appointed, well over half of them still have no actual legal responsibilities.
