The garda investigation into the treatment of the vulnerable young woman known as Grace recommended that the DPP prosecute the HSE as a corporate entity over reckless endangerment following a lengthy criminal investigation.
It is understood that gardaí believed the state health service should be held criminally liable for Grace’s treatment while in its care in its a file it sent to the DPP, according to sources close to the Farrelly Commission.
